The governments of Brazil, Mexico, and Spain have formed a resolute diplomatic front to demand absolute respect for Cuba’s sovereignty, marking a significant realignment of influence within the Ibero-American sphere. In a joint statement issued following the IV Summit in Defense of Democracy, these three nations articulated a forceful defense of international law and the UN Charter.

This coordinated effort signals a collective rejection of external interference, asserting that the Cuban people alone must remain the sole architects of their political and economic destiny.

At the heart of this accord is an urgent plea to address the escalating humanitarian crisis on the island, which has been severely worsened by external economic pressure and a systemic energy collapse. The three nations expressed deep concern over the “cerco energético” , an energy siege driven largely by the United States’ current “New Dawn” policy. This policy includes executive orders that penalize third-party countries for shipping fuel to the island, resulting in chronic blackouts, the failure of water pumping systems, and the paralysis of basic services.

By framing these shortages of food, medicine, and fuel as a matter of universal human rights rather than mere ideological friction, Brazil, Mexico, and Spain have pledged to scale up a coordinated humanitarian response. This partnership serves as a sophisticated counterweight to the unilateral sanctions and military rhetoric coming from the United States, which the three governments argue have pushed the island to the brink of a total humanitarian emergency. The inclusion of Spain provides a crucial transatlantic bridge, adding European institutional weight to the traditional non-interventionist stances of Brazil and Mexico.

Ultimately, the declaration calls for a transition away from isolation toward a sincere and respectful dialogue between all involved parties. By placing the principles of territorial integrity and peaceful dispute resolution at the forefront, Brazil, Mexico, and Spain are seeking to transform the Cuban situation from a localized geopolitical conflict into a priority for the international legal order.

The accord stands as a testament to a changing global landscape where regional powers are increasingly willing to lead independent foreign policies rooted in mutual respect and humanitarian solidarity.
