The Economic Community of West African States (ECOWAS) has rejected the transition plan proposed by Guinea-Bissau’s military rulers, insisting on an immediate return to constitutional order and warning of targeted sanctions against those obstructing the process.
The crisis began on November 26, 2025, when army officers, calling themselves the Military High Command, overthrew President Umaro Sissoco Embalo. The following day, Major-General Horta Inta-a was installed as interim president, sparking regional concern.
Speaking at ECOWAS’ 68th annual summit in Abuja, Nigerian capital, Omar Touray, President of the ECOWAS Commission, emphasized a strict stance against unconstitutional changes of government. He called for the immediate release of political detainees, including opposition figures, and demanded a short, inclusive transition period.
ECOWAS underscored that the November 23 elections, held just days before the coup, had been deemed free and transparent by observers from ECOWAS, the African Union, and the Community of Portuguese Language Countries. The bloc also tasked its chair to lead a high-level delegation to engage directly with the junta and press for compliance.
Should the military fail to adhere to ECOWAS’ directives, the bloc signaled it would impose targeted sanctions on individuals or groups obstructing the transition. ECOWAS also called on the African Union and other international partners to support these efforts, highlighting the need for regional solidarity in upholding democratic norms.
Guinea-Bissau’s recent coup marks the ninth in West and Central Africa in just five years, deepening concerns over democratic backsliding in a region already grappling with political instability and insecurity.
ECOWAS’ firm response reflects its ongoing commitment to maintaining constitutional governance and discouraging military takeovers in member states.
The situation remains fluid, with regional leaders pressing for swift diplomatic engagement to restore civilian rule and stabilize Guinea-Bissau before tensions escalate further.
