The Confederation of African Football (CAF) has unveiled a comprehensive plan to strengthen refereeing and VAR standards across the continent. The initiative aims to prevent a repeat of the contentious incidents that marred the tournament’s climax, where Senegal’s players temporarily abandoned the pitch in protest over disputed decisions, only for the title to later be awarded to Morocco following CAF’s appeal ruling.

CAF President Dr Patrice Motsepe described the reform programme as a necessary step to restore trust in match officials and improve the overall credibility of African football. “The events of the AFCON 2025 final highlighted gaps in officiating consistency and VAR implementation,” Motsepe said. “Our goal is to ensure that future high-stakes matches are decided fairly, transparently, and in line with global standards.”

Central to CAF’s reform agenda is enhanced training and professional development for referees, assistant referees, VAR operators, and match commissioners. CAF has emphasised that this will involve close collaboration with FIFA, leveraging international best practices, educational resources, and coaching frameworks. The partnership aims to equip African officials with the skills and confidence required to manage high-pressure matches without the ambiguity or controversies that plagued the 2025 final.

The training initiative is designed to raise officiating standards, ensure consistent application of the Laws of the Game, and improve VAR decision-making procedures. Officials will participate in structured education programmes, mentorship, and performance assessments, all intended to minimise errors and strengthen accountability. By aligning African officiating practices with FIFA’s global protocols, CAF hopes to rebuild confidence among players, teams, and fans in the integrity of the game.

Although detailed schedules, curriculum, and rollout plans for the training programmes have not yet been made public, CAF has underscored the urgency of these reforms ahead of upcoming tournaments, including the 2027 Africa Cup of Nations. The organisation’s leadership stressed that investing in referee education and professionalisation is critical to safeguarding the sport’s credibility and preventing disputes from overshadowing play on the field.

The collaboration between CAF and FIFA marks a significant move toward professionalising African officiating and ensuring that future competitions reflect fairness, consistency, and international standards. With training programmes underway, African referees and VAR operators are expected to be better prepared, reducing the likelihood of incidents similar to those that caused global attention during the 2025 AFCON final.
