A diplomatic rift between Rwanda and the Democratic Republic of the Congo took an unexpected turn on American soil this week, after security teams attached to both nations clashed inside a Washington, D.C. hotel. The incident, involving aides to DRC First Lady Denise Nyakeru, has triggered sharp accusations and competing narratives from both sides.

According to Congolese authorities, the situation escalated into what they described as a potential security breach. DRC Government spokesperson Patrick Muyaya claimed there had been an “attempt to break into the room of the First Lady,” suggesting possible involvement of individuals believed to be linked to Rwanda. He added that investigations are ongoing in coordination with U.S. authorities, while emphasizing that the First Lady remained safe.

The delegation had been in the United States following an invitation by Melania Trump, who hosted a gathering of first ladies. However, what was meant to be a diplomatic engagement quickly became overshadowed by the confrontation.

Rwanda, for its part, has strongly rejected the allegations, offering a markedly different account of events. In a statement from its embassy in Washington, officials described the incident as a misunderstanding in a shared hotel space. According to Kigali, an unarmed member of a Rwandan VIP security detail encountered Congolese agents in a publicly accessible hallway, leading to a brief altercation.

Rwandan authorities accused DRC security personnel of improperly blocking access to hotel elevators, which both delegations were entitled to use. The embassy described the restraint of its security officer as “inappropriate and wrong behaviour,” but noted that the situation was eventually de-escalated without further confrontation.

Following the incident, the Rwandan delegation reportedly chose to relocate to another hotel. Officials also alleged that as they departed, members of their team were harassed and filmed by unidentified individuals, adding another layer of tension to the already fraught situation.

The episode reflects deeper geopolitical strains between Rwanda and the DRC, whose relations have deteriorated significantly due to the ongoing conflict in eastern Congo. At the centre of the dispute is the M23 rebel group, which Kinshasa accuses Rwanda of backing – a claim Kigali has consistently denied.

Efforts to mediate the crisis, including interventions by the United States, have yet to yield a lasting ceasefire. Meanwhile, Washington has imposed sanctions on the Rwanda Defence Force and several of its senior officers, alleging support for M23 activities. The rebels themselves have also faced sanctions from both the United States and the United Nations over accusations of human rights abuses.

While the hotel confrontation did not escalate into violence, it shows how volatile tensions between the two nations remain – capable of surfacing far beyond their borders.
